Abstract
Purpose was to develop a comprehensive program plan, to be based on best practices, to guide an agency’s possible expansion in programming toward a sustainable, year round, community based program from an existing volunteer based, winter season adaptive program of snow sports located at a New York State ski area . The author developed a needs assessment interview protocol, used it to gather information from 16 successful year-round U.S. recreational organizations, and developed the program plan from analyzing those interview results and applying them to the objectives expressed by the subject agency.
